BILL CLINTON, as in William Jefferson Clinton, the 42nd president of the United States of America was in Toronto recently delivering a talk to the Friends of Simon Wiesenthal Center for Holocaust Studies. It is vintage Clinton. He introduces his ruminations on the state of the world by asking if increased interdependence among the world's nations and regions is an absolute good. So as not to keep you in suspense, he says that it depends. It depends on whether you have a place on the train taking you into the future or whether you have been left behind at the station clutching your few belongings....
